Yes it is there - don't be put off because the cover says 1986- 1988 - other than the change from a 4 speed to a 5 seed transmission - the book will cover everything you need to know about your '99.
I think the reserve bid on EBAY is a bit high - but a check with a local Clymer dealer would tell the story,
keep the rubber side down
